Who Provides Fire Protection in Hulpverleningszone Noord-Limburg

Since 2015, Belgian fire services are organized in rescue zones (hulpverleningszones) run by their member municipalities. HVZNL was founded on January 1, 2015, and the federal list of rescue zones (April 2026) names eight members:

  • West: Leopoldsburg, Hechtel-Eksel and Lommel
  • North: Pelt and Hamont-Achel
  • East: Peer, Bree and Bocholt

Ham is no longer in the zone. On January 1, 2025, it merged with Tessenderlo into Tessenderlo-Ham, which is served by Hulpverleningszone Zuid-West Limburg.

Each post keeps a minimum career crew (beroepsbrandweer) during the day, backed by volunteers (vrijwilligers) who sign up for availability. Career staff also maintain the vehicles and stations; most administrative staff work in Lommel. The zone does not publish headcounts. Dial 112 and the emergency center alerts the nearest crews.

Estimated Response Time

Four operational posts share about 541 km², so the average distance to the nearest post is roughly 6.6 km (4.1 mi). With about 300 residents per km² and career day crews backed by volunteers, the zone uses the suburban/combination column of our baseline table. When volunteers must first reach the post, use the volunteer column. Since April 2026, a cross-border agreement lets the nearest post respond first in the border area, even from the Netherlands. The zone does not publish arrival times.

2.4–4.8 km7–10 min10–14 min

Typical expectation: about 9–13 minutes for most addresses in daytime; about 12–18 minutes when volunteers respond, and longer in the villages of Peer, Hechtel-Eksel and Bocholt until the Peer post opens.

The zone's 2026–2031 policy plan names flooding, nature fires and residents' falling self-reliance as growing challenges and plans more training, equipment and emergency planning for them. For long fires, the hook-lift truck in Pelt carries buffer (water) and hose containers and a command-post container (CP-Ops) to coordinate larger incidents. Major incidents near the border can draw on Brandweerzone Oost-Limburg and the Dutch Veiligheidsregio Limburg-Noord, which signed a cooperation agreement with HVZNL in April 2026.

Buffer and hose containers are also in service (number not published).

The policy plan reviews the cost, call frequency and response times of specialist teams such as divers, gas-suit (hazmat) teams, rope rescuers and measuring teams, including cooperation with other zones. Team sizes and bases are not published.

Ratings & Accreditation

Belgium has no public fire-protection rating comparable to the US ISO classification. Not applicable.

Outdoor burning: Flemish environmental rules ban burning any waste in the open air, garden waste included. The Flemish Environment Agency lists only narrow exceptions, such as fire-brigade training, farm or landscape plant waste that cannot be removed or processed on site, plant-health reasons and campfires of dry, untreated wood. Municipal rules or a drought ban can restrict even these. Take garden waste to a recyclagepark and ask your municipality before lighting any outdoor fire.
